Ras Al Khaimah: Freehold and the Golden Visa
Ras Al Khaimah (RAK) allows foreign freehold only in designated zones, and the UAE Golden Residency for real estate starts from AED 2,000,000 of qualifying property. The duration is the open point. Federal pages read on 7 October 2026 state both 10 years and 5. This note sets out the rules, the documents, the exit and the weak points.
IllustrationKey takeaways
- - The federal real estate test is AED 2,000,000 of UAE property, one or more units, off-plan allowed from approved developers (ICP, Golden Residency page 2026, read 7 October 2026).
- - Official pages disagree on duration, with ICP and RAKEZ stating 10 years and the u.ae portal page, updated 28 July 2026, stating 5 years for real estate (ICP 2026; RAKEZ 2026; u.ae 2026).
- - Foreign freehold in RAK is limited to designated zones, commonly listed as Al Marjan Island, Al Hamra Village, Mina Al Arab and Dafan Al Nakheel, a list that is broker-reported and not confirmed against a primary instrument (Law No. 11 of 2021, issued 11 September 2021, Lexis Middle East; Al Tamimi & Company; broker summaries including Bayut, 2026).
- - A non-resident must be physically in the UAE when the visa request is submitted, and needs an evaluation letter from the Real Estate Registration Department or a stamped off-plan agreement (RAKEZ, Golden Visa for Real Estate Investors 2026).
- - Mortgages must come from an approved local bank, and the approved lists for banks and developers were not found on the pages read (ICP 2026; Gulf News, 27 July 2025).
- - No federal or RAK sale rule was found. Dubai's residency authority bars disposal of the property during its 10-year permit, and the only other account says a sale that drops the holding below AED 2,000,000 can happen only after the visa is cancelled, press-reported from an unnamed agent (GDRFA Dubai 2026; Gulf News, 5 October 2022).
- - RAKTDA reports 1.35 million overnight visitors in 2025, up 6 per cent, with a stated target above 3.5 million visitors by 2030, and these are demand signals, not visa inputs (RAKTDA, 19 January 2026).
- - Wynn Al Marjan Island is set to open in September 2027 at a cost of about USD 5.7 billion, press-reported, after a delay linked partly to the regional conflict as of 5 August 2026 (Gulf News, 5 August 2026; iGamingBusiness, 5 August 2026).

What does freehold in Ras Al Khaimah (RAK) give a principal, and what does the Golden Visa add?
A freehold home in Ras Al Khaimah (RAK) can support a UAE Golden Residency application when the owner's qualifying property totals at least AED 2,000,000. The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) states the threshold on its Golden Residency page, as read on 7 October 2026. The property can be one unit or several. It can be off-plan, meaning sold before the building is complete, provided it is bought from an approved local developer. Financing and off-plan purchases carry further conditions, set out below.
Two terms need a definition before anything else. Freehold is full ownership of a unit, registered in the owner's name at the emirate's real estate register, with the right to sell or lease it. In RAK, a foreign buyer can hold freehold only in zones the emirate designates. The Golden Residency is the UAE's long-term residence permit, issued through the federal system, renewable, and not tied to an employer or to a local sponsor. The two instruments sit at different levels of government. One is local. The other is federal. They meet at one document, the registry's evaluation letter or, for off-plan units, the developer's stamped sale agreement.
This note answers four questions. Which areas are freehold. What changes for a non-resident. Which threshold opens which visa, and for how many years. What happens on a sale. It also records a problem the allocator should know before reading further. Two federal pages, read on the same day, give two different durations for the real estate route. Every claim below carries its grade. Where a figure could not be traced to an official document, it is either left out or graded as broker-reported or press-reported.
Which areas of Ras Al Khaimah are freehold for foreigners?
Foreign freehold in RAK is limited to designated areas, and the commonly listed ones are Al Marjan Island, Al Hamra Village, Mina Al Arab and Dafan Al Nakheel. This list is broker-reported, from broker and law-firm summaries. It was not confirmed against a published emirate zoning instrument for this article. The principal should treat it as a starting list and confirm each plot with the RAK Real Estate Department before signing anything.
The legal frame is a register, and the register is the proof. Law No. 11 of 2021 was issued by the Ruler of RAK on 11 September 2021, 4 Safar 1443 H (Lexis Middle East); the law firm Al Tamimi & Company dates it 21 September 2021. It created a real estate register kept by the Real Estate Department at the RAK Municipality, recording properties and the rights and dispositions affecting them. Broker summaries add that off-plan units are recorded and that the register is decisive evidence of title. We could not open the full text of the law for this article. The grade is directional, because it rests on a law-firm summary and not on the statute.
Freehold zones and visa eligibility are separate questions. A unit in a designated zone is the precondition for a foreign title. The visa test is value, not location. A principal who holds title in a designated zone and reaches AED 2,000,000 in aggregate value meets the value condition of the federal rule, subject to the financing and off-plan conditions below. Broker sources say UAE and Gulf Cooperation Council (GCC) nationals can buy anywhere in the emirate under an older law, and that other buyers cannot. That point is directional and is not needed for the visa analysis.
A zone name in marketing material is not a legal description. A brochure may place a plot 'on the island' when the title sits in another register category. The principal should ask for the title reference or the pre-registration reference and read the plot description line by line. Readers who want Victaura's public project sheet for the emirate can find it under Ras Al Khaimah residential compounds. The sheet is the reference for what Victaura states about its own involvement, and nothing else in this article adds to it.
What changes for a non-resident who buys property in RAK?
Almost nothing about the title changes with residency, and a good deal about the paperwork does. A non-resident principal holds the same freehold title as a resident in the same zone. What differs is the route to the visa. RAKEZ (Ras Al Khaimah Economic Zone), which publishes the RAK application channel, states that the applicant must be physically present in the UAE when the visa request is submitted (official process page, read 7 October 2026). So a non-resident owner has to travel to the UAE to apply.
The evaluation letter is the hinge document. RAKEZ lists, as proof of the property, either an evaluation letter from the Real Estate Registration Department or, for off-plan units, a sales and purchase agreement signed and stamped by the developer. A valuation is a registry output. It is not automatically the contract price. Whether the two diverge in a given case is a question for the registry, and no public document we could read answers it. The principal should ask what valuation basis applies before assuming the contract price clears the line.
Health insurance and a medical test are part of the route. ICP's published steps, reported by Gulf News on 27 July 2025, include a medical fitness test, a two-year health insurance plan, biometric enrolment where required, and delivery of the Emirates ID to a registered address. The ICP page adds that the investor and family members must hold comprehensive, valid health insurance throughout the residency. These are recurring costs. They sit outside the purchase price, and the allocator should carry them in the model.
Banks and developers must be approved under the rule. ICP's text allows financing only from an approved local bank and, for off-plan units, a purchase from an approved local real estate company authorised by the competent local authority. Gulf News's summary of the ICP guidance adds evidence of payment completion for off-plan units. The practical reading, which is ours and not ICP's, is that an off-plan buyer should obtain written confirmation of the developer's approved status from that authority before paying the first instalment.
Which threshold opens which Golden Visa, and for how many years?
The federal rule on the real estate route is one number, AED 2,000,000, and the duration is where the official pages disagree. The ICP Golden Residency page says 10 years for real estate investors, with automatic renewal. RAKEZ also says 10 years. The u.ae page, on the official portal of the UAE Government, marked as updated on 28 July 2026, lists '10 years (public investments)' and '5 years (real estate investments)'. All three were read on 7 October 2026.
Two federal sources cannot both be the final word. One possibility is that the u.ae page summarises a different tier or an older rule. Another is that the ICP page reflects a newer rule. We do not know, and we do not rank them. The principal should obtain written confirmation of the duration from ICP or from the RAKEZ service desk at the time of application. The 10 years is the ICP-stated figure. It is not a guarantee, and a conservative model carries the 5 years until a document says otherwise.
A 2022 press report described a lower tier, and no current official page we read repeats it. Gulf News reported on 5 October 2022 that a 5-year visa was available from AED 750,000 of property alongside the 10-year route at AED 2,000,000. The article quotes no named official. The grade is press-reported, 2022, unverified today. The lower figure is not used as a threshold anywhere in this article.
Family cover is stated by ICP. The ICP page says the investor can obtain residence permits for a spouse and children, regardless of their age, and for parents. That is a federal statement. Each dependant must hold comprehensive, valid health insurance for the whole validity period, under the same page. The cost and the documents for each person should be budgeted at the start.
Totalling across properties is allowed in the text we read. ICP speaks of 'one or more properties' with a combined value of at least AED 2,000,000, and RAKEZ says multiple properties may be combined. On the text, two units of AED 1,000,000 each can qualify together. Whether a given registry will put both on one letter is a procedural point to confirm before the second purchase, not after it.
| Source | Type | Property threshold | Duration stated | Grade |
|---|---|---|---|---|
| ICP, Golden Residency page | Federal authority | At least AED 2,000,000, one or more properties | 10 years, automatic renewal | Official rule text, measured on the page |
| u.ae, Golden Visa page (updated 28 July 2026) | Federal portal | Minimum capital of AED 2 million, property ownership | 5 years for real estate investments, 10 years for public investments | Measured on the page, conflicts with ICP on duration |
| RAKEZ, Golden Visa for Real Estate Investors | RAK free zone authority | AED 2 million, multiple properties may be combined | 10 years | Measured on the page, regional process channel |
| Gulf News, 5 October 2022 | Press, unnamed estate agent | AED 750,000 lower tier reported | 5 years | Press-reported, not confirmed on any current official page |
Does an off-plan purchase in Ras Al Khaimah count towards the Golden Visa?
Off-plan counts under the federal text, on conditions. ICP says the investor must have purchased off-plan units totalling at least AED 2,000,000 from an approved local real estate company. Gulf News's summary of ICP's guidance adds evidence of payment completion. RAKEZ asks for the signed and stamped sales and purchase agreement.
The word 'completion' matters, and the texts we read do not define it. It could mean payment of the full price. It could mean payment up to a stage the registry accepts. The official pages we read do not say. In Dubai, press and agents often discuss partial payments with a developer certificate. We found no official RAK document that addresses the question. A principal who plans to qualify on a payment plan should therefore not assume that the first instalment clears the line.
A payment plan is a financing structure, and the visa test is an ownership test. Developers in RAK sell on staged schedules. A staged schedule defers cash. It does not defer the ICP requirement. Where the qualifying value is reached only after the final instalment, the application timeline follows the payment timeline. That is a directional reading of the texts, not a ruling from ICP, and it should be checked in writing with ICP or the RAKEZ service desk.
Mortgages are permitted, and the approved-bank condition binds. ICP says the property may be financed through a loan, provided the financing comes from an approved local bank. A principal funding with a lender outside the UAE should ask ICP in writing, before drawing, whether that financing meets the approved local bank condition. The list is not published on any page we read. Several Dubai-oriented guides state a minimum equity share for mortgaged units. We found no federal or RAK text for it and do not apply it here.
Completed stock and off-plan stock follow different registry paths. For a completed unit, the registered title in the RAK register is the evidence of ownership, and RAKEZ asks for an evaluation letter from the Real Estate Registration Department. For an off-plan unit, the document is the stamped agreement until the title issues. The principal should keep both versions in one file, because a later sale or a visa renewal may ask for the same chain of documents.
A payment plan defers cash. On our reading of the texts, it does not defer the test.

What happens to the Golden Visa if the principal sells the RAK property?
The federal pages we read do not publish a sale rule, so the answer comes from press and practice. ICP's page states the entry test. It does not say what happens at exit. Gulf News reported on 5 October 2022 an estate agent's account that, if the AED 2,000,000 threshold is not met after a sale, the sale can happen only after the visa is cancelled. The grade is press-reported, unnamed source, 2022.
The reading to plan around is that the residency tracks the qualifying holding. If the holding falls below the line, the status is at risk. If other properties keep the aggregate at or above AED 2,000,000, the same article says valuation certificates are submitted in advance of the sale. That is again an agent's account. The principal should obtain the exit rule in writing from ICP before buying, because no official page we read states it.
A sale also carries ordinary transaction friction. A resale in RAK is registered at the Real Estate Department like a purchase. Broker guides quote different transfer fee rates, and none of the figures traces to an official schedule we read, so we adopt none. The principal should obtain the current fee schedule in writing from the Real Estate Department at the RAK Municipality before underwriting the exit.
Liquidity is the hidden variable. A resale needs a buyer who can also close. If the visa is tied to the unit, the seller's timeline is not only the market's. The principal should size the position so that a slow sale does not force a decision on residency. We cite no resale price evidence for RAK, because we found no primary source for it.
The lien and the bar on disposal are Dubai rules, not federal text. The Dubai residency authority's service page states that a lien is placed on the property and that the property may not be disposed of during the 10-year residency. RAK's equivalent, if any, is not described in anything we read. The point is unknown for RAK and should be asked of the Real Estate Department directly.
What is driving demand for Ras Al Khaimah property, and what is only announcement?
The RAK Tourism Development Authority (RAKTDA) reports 1.35 million overnight visitors in 2025, up 6 per cent, with tourism revenue up 12 per cent. The release is dated 19 January 2026. In the first half of 2025, RAKTDA had reported more than 654,000 arrivals, also up 6 per cent. The authority states no counting method, so the grade is directional; the figure is read in its own releases, not audited by us. The same release restates a target of more than 3.5 million visitors by 2030. A target is a statement of intent. It is not a forecast.
The opening date of Wynn Al Marjan Island has moved. The partnership with Marjan was announced in a 2022 release filed with the US SEC. With its second-quarter 2026 results, as reported by Gulf News on 5 August 2026, Wynn Resorts set the opening for September 2027 and put the construction cost at about USD 5.7 billion, up about USD 600 million. iGamingBusiness reported that the new date is later than the earlier March 2027 plan and that Wynn had contributed about USD 1.06 billion in cash to date. The opening date and the USD 1.06 billion cash figure appear in Wynn's results release of 4 August 2026, so they are broker-reported, a developer's statement about its own project; the construction cost is known only from the press, so it is directional.
The conflict behind part of the delay has a date and a source. As of 5 August 2026, iGamingBusiness reported, in its own words rather than Wynn's, that work had been suspended for a time in February after US and Israeli forces attacked Iran, and that Wynn attributed about half of the cost increase to the conflict; Wynn itself said on 11 March 2026 that construction had resumed after a short pause (Form 8-K). Gulf News reported the chief executive saying that day-to-day operations in the UAE had continued largely unaffected. We make no statement on the position of the conflict after those dates.
None of this is a visa input. Visitor numbers and resort dates affect demand for a unit. They do not enter ICP's test. The principal should keep the two layers apart. A rising market can still leave a unit below AED 2,000,000, and a falling one can still leave it above. At application, the value that counts is the one on the evaluation letter or, for off-plan units, the stamped agreement.
No rental yield or ROI figure appears in this article, by design. Broker pages quote net returns for Al Marjan Island with great confidence. We could not trace those figures to a primary dataset, so we leave them out. When a rental figure is cited, the principal should ask for the sample, the period, and whether it is net of service charges and holiday-let operating costs.
Two federal pages, read on the same day, gave two durations. The allocator underwrites the shorter one until a document says otherwise.

Is a Golden Residency issued on RAK property valid across the UAE?
ICP describes the Golden Residency as long-term residency in the United Arab Emirates, issued by a federal authority. Nothing in the pages we read ties the holder's residence to the emirate where the qualifying property sits. We read no such restriction. That is an absence in the text, not a confirmation, and absences in official text can change. The principal should ask ICP or the RAKEZ desk to confirm in writing before relying on it.
A residence permit is not a tax ruling. Tax residency is a separate legal question, set by the principal's home jurisdiction and by UAE tax rules. We cite no rate and no residence threshold in this article, because none was read on an official source for the purpose. Agency and broker pages that quote them are not a basis for underwriting. The principal's tax adviser in the home jurisdiction is the right source.
Minimum stay is another point where brokers speak more firmly than the text. Many broker pages say there is no minimum annual stay. The ICP page we read does not state a rule either way. The u.ae portal page lists, among the benefits, the ability to stay outside the UAE for more than the usual six months needed to keep a residence visa valid. The principal should put the question to ICP in writing, and should also ask what happens to the status after a long absence, since renewal conditions are part of the 10-year or 5-year question above.
Property-linked residency is a policy choice, and policy can change. The UAE grants residency against property because federal rules say so. Other jurisdictions do the opposite. Our series on this theme shows the contrast. In Italy, a home does not by itself grant residency. In Indonesia, the route is a second-home visa with its own conditions. The principal who buys for the visa alone owns a policy exposure on top of a property exposure.
How does Dubai-oriented guidance differ from the RAK reality?
The federal rule is the same in every emirate, but the registry and the application channel are emirate-level. Most public explanation of the Golden Visa is written for Dubai and the Dubai Land Department. A principal buying in RAK reads those guides and imports Dubai steps that may not apply. RAKEZ's page shows a RAK channel with its own document list, including an evaluation letter from the Real Estate Registration Department, and that is the better starting point.
Three questions recur, and they are answered at different levels of government. Which areas allow foreign ownership, what value opens the visa, and what the visa lasts are the recurring questions. The first is answered by the emirate. The second and third are answered by the federation. A guide that blends them in one paragraph is usually describing Dubai and calling it the UAE.
The approved developer list is the quiet gatekeeper. ICP's text requires off-plan purchases from approved local real estate companies. The list is not on the pages we read. For a RAK off-plan buyer the diligence question is simple. Is this developer approved for visa purposes, who confirmed it, and when. A sales team's verbal assurance is not a document.
Dubai comparisons should be read for structure, not for numbers. Dubai has deeper transaction data, a longer record of visa-linked sales and more published procedure. RAK has less of each. The allocator should expect to rely on direct confirmations from the registry and the authority, and should price the extra time that takes.
What are the weak points of this analysis, honestly disclosed?
The duration conflict is unresolved. The ICP and RAKEZ pages say 10 years and the u.ae portal page says 5 years for real estate. We read all three on 7 October 2026. We cannot say which is current, and we have not asked the authorities. A written confirmation is the only fix.
The freehold zone list is not from a primary RAK instrument. It comes from broker and law-firm summaries. We could not open the full text of Law No. 11 of 2021 or a zoning decision. The list is broker-reported. The sale mechanics, the lien question and the transfer fee are also unresolved, and the only sale-rule sources are a 2022 press report quoting an unnamed agent and Dubai's own service page, which does not cover RAK. The approved bank and developer lists were not found, and no text we read defines payment completion for off-plan units.
This is a desk reading of web pages, as at 7 October 2026. Rules on residency and property can change without notice, and an absence of a restriction today is not a promise. The status of the regional conflict is not assessed here beyond the dated company statements quoted above. Nothing in this note is legal, tax or immigration advice. The principal should verify every threshold and duration with ICP or an authorised service channel before committing capital.
Skin in the game disclosure. Victaura, through its parent Greystone B.V. (Netherlands), develops projects on Lake Como (Italy), in Nungwi, Zanzibar (Tanzania), on Gili Air and in Uluwatu, Bali (Indonesia), and holds an off-plan capital position on Al Marjan Island, Ras Al Khaimah (UAE). Readers should assume commentary may be influenced by, or benefit, these positions. This document is classified as marketing material under MiFID II Article 24(3). It is not investment advice.

RAK Wynn Effect 2026: Macau Analog Tested
Wynn Al Marjan disclosed a delay on its Q1 2026 earnings call of 7 May 2026. Operation Epic Fury had begun ten weeks earlier, and three days before the call the UAE reported the first attacks from Iran since the 8 April ceasefire. The budget, 5.1 billion dollars at the time, was raised in August 2026 to around 5.7 billion. A projection that imports Macau's boom into Ras Al Khaimah assumes Macau before its correction. Macau's casino gaming revenue compounded about 29 per cent a year from 2002 to 2013 and then fell 38 per cent by 2016. The Singapore IR analog printed approximately 5 per cent CAGR over 15 years. The diversification thesis between Dubai and RAK fails at the risk-vector layer: oil, Iran security, federal regulation, insurance, USD peg are correlated, not orthogonal. This dossier reads the Wynn announcement, applies the Macau analog with its three failed preconditions, reads three scenarios, and discloses the five correlated risk vectors. It is the fourth volume of Geography of Trust.

RAK After Wynn's Reset: The Forecast, Re-Read
On 4 August 2026 Wynn Resorts confirmed Wynn Al Marjan Island, the anchor of Ras Al Khaimah's luxury market, will open in September 2027, a roughly six-month slip, at a budget raised to approximately 5.7 billion dollars, with about 300 million attributed by its CEO to the US-Iran conflict. Volume 4 of this series, written inside the war, read the opening as slipping to the second half of 2027 at the earliest, not as a project-killer. This note re-reads that forecast against Wynn's disclosure. As of 27 September 2026, after the June truce collapsed on 8 July, no ceasefire is in force.

RAK Branded Residences: The Tier-One Test
Al Marjan Island is being re-rated on one anchor that is not yet built. For the allocator, the decision is no longer whether to own a branded residence there, but whether the operator clears a Tier-one bar. Wynn, Aman's Janu and Nobu are the test cases. The gap between a badge and a franchise is the subject of this note.
