Indonesia Exit: The Domestic Buyer Nobody Models
In Bali and Lombok, only Indonesian citizens can hold Hak Milik, so the domestic buyer is the one counterparty at exit who can take the top title. Knight Frank models Indonesian ultra-wealth growing faster than any other country to 2031. No published source measures how much of that reaches resort villas, or at what discount.
插图要点
- - Knight Frank models 3,833 Indonesians with net assets above US$30 million in 2026 and 6,966 in 2031, a rise of 81.7 percent, the highest of any country covered (Knight Frank, The Wealth Report 2026; model projection, directional).
- - Saudi Arabia and Poland follow at 63 percent and Vietnam and Australia at 59 percent; Indonesian billionaires are projected from 33 to 49 (Knight Frank via Indonesia Business Post, 30 June 2026; model, directional).
- - Hak Milik, the term-free freehold-equivalent land right, is reserved to Indonesian citizens under Article 21 of Law 5 of 1960, so a foreign-held right is sold on to a narrower set of holders (Basic Agrarian Law; read via secondary commentary).
- - A building right held through a foreign-owned company is reported at 30 years, extendable by 20 and renewable by 30, so remaining term is an exit pricing input (Mondaq; Prestige Property Bali; industry reading, not the regulation text).
- - No source we found measures the domestic share of luxury buyers in Bali and Lombok, nor the discount on foreign-held rights; those rows are unknown, not estimated (Victaura Research review, 6 October 2026).
- - Bali recorded 6,948,754 direct foreign arrivals in 2025, up 9.72 percent, with Australia at 1.63 million; arrivals measure visitors, not buyers (BPS Bali, 2 February 2026; measured).
- - Bank Indonesia's national Residential Property Price Index was 110.60 in the first quarter of 2026, up 0.62 percent year on year, and primary sales fell 25.67 percent (Bank Indonesia, Residential Property Survey Q1 2026; measured, national).
- - As of 6 October 2026, the most recent decision, on 23 September 2026, held the BI Rate at 5.75 percent; the exit should be underwritten with no domestic bid assumed (Bank Indonesia decision as reported by Antara, 23 September 2026).

Who buys a Bali villa from a foreign holder at exit?
The most likely counterparty at exit in Bali is a mix of Indonesian and foreign buyers, and no published source says in what proportion. That sentence is the whole problem. Victaura Research has so far written about Indonesia from the side of the foreign principal at entry. This piece underwrites the other end. The allocator who buys into Bali or Lombok is also writing a sell order for a later date, and the buyer on the other side of that order is poorly described.
Hak Milik is the instrument that makes the question matter. Hak Milik is the freehold-equivalent land title under Indonesia's Basic Agrarian Law (Law 5 of 1960). It has no fixed term. Article 21 reserves it to Indonesian citizens, with narrow exceptions for certain social and religious bodies. A foreigner cannot hold it. A foreign-held asset therefore sits on a lesser right, and that lesser right defines who can buy it next.
The domestic buyer is getting wealthier, but rising wealth is not the same as rising bids. Knight Frank models 3,833 Indonesians above US$30 million of net assets in 2026 and 6,966 in 2031. That is a model output, so it is directional. It tells the allocator the pool is growing. It does not say whether that pool wants a term-limited villa on a resort island.
This article does three things. It sets out what Indonesian law lets a domestic buyer take over, what the wealth data supports, and what nobody measures. Ownership structures are covered in our guide to property ownership in Indonesia and are not repeated here. Nominee arrangements remain a risk already treated there, and are not part of this argument.
What is Hak Milik, and why does it decide the Indonesian exit?
Hak Milik is the only Indonesian land right that is not subject to a time limit. Legal commentary on Article 20 of the Basic Agrarian Law describes it as the strongest and fullest hereditary right, with no time limit, available to Indonesian citizens and, under Article 21(2), to legal entities the government designates, such as state banks, agricultural cooperatives and religious and social bodies. Private companies, national or foreign, are not eligible. Foreign individuals are not eligible either. The scarcity is statutory, not commercial, and it does not move with the cycle.
Foreign principals hold lesser rights, and those rights carry a clock. A common route for foreign investors is a foreign-owned company (a PT PMA) holding Hak Guna Bangunan, the right to build. Law-firm commentary reports the term as 30 years, extendable by 20 and renewable by 30, up to 80 years in total. We have read this in secondary commentary, not in the regulation text, so it is an industry reading. A clock is a pricing input. A buyer at year 12 of a 30-year right buys something different from a buyer at year 1.
The domestic buyer is the only buyer who can hold the top title. In principle, an Indonesian citizen can take a right that a foreigner cannot. In practice, whether a given parcel can be moved into Hak Milik depends on its land history, its zoning and what the notary finds. We do not state conversion rules in this article. We have not verified them against the regulation text, and the answer is parcel specific.
Law 6 of 2023 and Government Regulation 18 of 2021 reshaped this ground. Law 6 of 2023 enacted the Job Creation framework. Government Regulation 18 of 2021 covers management rights, land rights, strata titles and land registration. Commentary reports that foreigners may now hold Hak Milik of an apartment unit only under certain conditions. The principal should read the current text with counsel before assuming any rule from a summary, including this one.
What does Knight Frank say about Indonesian wealth to 2031?
Knight Frank's Wealth Report 2026 ranks Indonesia first in the world for ultra-wealth growth over five years. The Wealth Sizing Model projects Indonesians with net assets above US$30 million rising from 3,833 in 2026 to 6,966 in 2031, a rise of 81.7 percent. Knight Frank's own page names Indonesia, with Saudi Arabia, Poland and Vietnam, among the rapidly maturing economies leading growth. We read the exact counts from press reporting dated 30 June 2026, not from the report tables.
The comparison set matters as much as the headline. As reported, Saudi Arabia and Poland follow at 63 percent, and Vietnam and Australia at 59 percent. Indonesian billionaires are projected from 33 to 49, a rise of about 49 percent, which ranks twelfth globally. The point is that the top of the Indonesian wealth distribution is expanding from a small base, and the ultra tier is where the model has the least observed data.
This is a model, so the grade is directional. We have not seen the model's full methodology. The model estimates net assets, not liquidity, and not property allocation. A person counted in the 3,833 may hold the wealth in a listed group, a family company or a plantation. None of that is a bid for a villa.
Does a wealth forecast become villa demand in Bali?
Between a wealth count and a villa purchase there are four links, and only the first is measured. The first link is the number of wealthy Indonesians. The second is how much of that wealth goes to real estate. The third is how much of that real estate goes to Bali or Lombok. The fourth is how much of that goes to a villa of the kind a foreign principal would be selling. Knight Frank measures the first. We found no source that measures the other three.
The absolute numbers are small. 3,833 people is a narrow group, and 6,966 is still narrow. Even a rapid rise leaves the ultra tier as a thin source of bids for any single island. The more relevant domestic buyer for many villa price points may sit below the US$30 million line, in a tier the figures cited here do not cover. That tier is larger and less well documented.
Press commentary asserts a high domestic share of Bali transactions, and we do not use it. Older articles cite figures for the Indonesian share of Bali buyers without a stated method, sample or date range we can verify. A number that cannot be traced to a dataset is not an input. It is a rumour with a decimal point. We leave it out and say so.
What the principal can do is bound the question. If the domestic share is high, the exit depends on the Indonesian market and its financing. If it is low, the exit depends on the foreign buyer, who is subject to the same title limits as the seller. Either way, the exit is shaped by Indonesian law. For how resort assets actually trade, see how prime property actually sells.
A wealth forecast measures who can pay. It does not measure who wants a term-limited villa on a resort island.
Victaura Research
What forms of title can a domestic buyer take over from a foreign holder?
A domestic buyer can in principle take over either the right or the company that holds it. Where a PT PMA holds the building right, an exit can be a sale of the asset or a sale of the holding company. These are different transactions. They carry different approvals, different taxes and different diligence. We have not verified the current rules for either route and do not state them here.
Leasehold is the other common form, and it carries the same clock. Indonesia's Basic Agrarian Law lists the right of lease alongside Hak Milik, Hak Guna Usaha, Hak Guna Bangunan and Hak Pakai. A lease transfers value only for its remaining years. A domestic buyer who could otherwise buy freehold-equivalent land has a reason to ask why a term-limited right should clear at the same price. That reason is the discount.
Remaining term is the variable the exit price turns on. A villa that has 70 years left competes with a villa that has 25. A buyer who plans to pass the asset to heirs will price the term differently from a buyer who plans to hold for ten years. The seller's own timing therefore matters, and so does the documentary record. Land certificates, permits and building approvals are the evidence a domestic buyer's lender and notary will ask for.
Active use requirements add another input. Commentary on the post-2021 regime reports that holders must actively use land within two years of a building right being granted, and that the right returns to the state when it ends. Any exit analysis should check that the asset has met these conditions. A seller who cannot show compliance is selling a weaker right than the one on the certificate.
How large is the discount when the buyer pool narrows to Indonesians?
No source we found measures this discount for Bali or Lombok. The honest answer is that the number is unknown. The direction is clear, because a narrower buyer pool and a term-limited right both push towards a lower clearing price. The size is not. We decline to put a percentage on it, since any figure would be invented.
The mechanism is the same one we have described for prime resort assets generally. In the liquidity discount in prime resort property, the point is that a quoted value and a clearing value differ, and the gap widens when buyers are few. In Indonesia the pool is narrowed twice. Foreign buyers cannot hold the top title, and domestic buyers may not want the lesser one.
The discount is also a function of time on market. A seller who needs to exit within six months faces a different price from one who can wait three years. Resort assets usually sell through private networks and a small number of agents, and public price evidence is thin. The principal should assume that asking prices overstate clearing prices until a transaction proves otherwise.
The table below separates what is measured from what is not. It lists the items a domestic-exit underwriting would need, with a grade for each. Four rows have a source. Three do not, and the empty rows are the finding.
| Item | Value | Grade | Status of evidence |
|---|---|---|---|
| Indonesians with net assets above US$30m, 2026 | 3,833 | Model estimate, directional | Published (Knight Frank Wealth Sizing Model) |

What do Bali's foreign arrivals say about the other side of the market?
Bali's foreign visitor flow is large and still growing, and it is a rental signal, not a buyer count. Statistics Indonesia's Bali office reports 6,948,754 direct foreign arrivals in January to December 2025, up 9.72 percent on 2024. Australia was the largest source at 1.63 million, or 23.44 percent of the total. These are measured counts. They describe visitors, not owners.
A deep visitor flow supports the foreign buyer, and the foreign buyer is the domestic buyer's competitor at exit. If arrivals keep growing, more foreign principals will see Bali first-hand, and some will convert to buyers. That widens the pool of purchasers who can hold a lesser right. It does not widen the pool who can hold Hak Milik. The two pools do not overlap on title, and the villa has to suit one of them.
Arrivals also tell the principal who is not in the data. The same office publishes foreign-tourist statistics, and we found no equivalent series for the buyers of villas by nationality. Land offices and notaries hold transaction records, but we found no public aggregate. The market is observed through visitors and not through owners, and the principal is underwriting on the visitor series because it is the only series that exists.
One more caution on arrivals. Visitor growth lifts occupancy and day rates, which support the income case during the hold. It says little about the exit. A strong rental year does not create a buyer who can hold the title or who wants the remaining term. The hold-period case and the exit case are separate underwriting questions.
What does Bank Indonesia data say about domestic housing demand?
Bank Indonesia's national residential price index is growing slowly. The Residential Property Price Index stood at 110.60 in the first quarter of 2026, up 0.62 percent year on year, down from 0.83 percent in the fourth quarter of 2025. Large units rose 0.50 percent year on year. This is a measured survey, but it is national and not a luxury or Bali series.
Primary-market sales fell sharply in the same survey. Developer sales of residential property contracted 25.67 percent year on year in the first quarter of 2026, after growing 7.83 percent in the fourth quarter of 2025. The survey also shows housing loans as the dominant financing source for consumer purchases, at 69.87 percent. These are mass-market figures. They describe the domestic buyer at the middle of the market, not at the villa end.
The policy rate is a second input for any buyer who borrows. As of 6 October 2026, Bank Indonesia's most recent decision, on 23 September 2026, held the BI Rate at 5.75 percent. Reporting on that decision cites rupiah stability amid external pressure as the reason. A rate of this level is a constraint on leveraged domestic buyers, and we do not know how many villa buyers borrow.
None of this is a Bali villa series. The index covers residential property across the country. It does not isolate resort villas, Lombok, or buyers above US$30 million. The allocator should read it as a statement about the domestic mortgage-funded market, a background condition. It does not say what the domestic cash buyer will do.
The exit has two buyers. One can hold the top title and may not want the villa. The other wants the villa and cannot hold the title.
Victaura Research
Does domestic demand reach Gili Air and small-island Lombok?
We found no data on domestic buyers for small-island Lombok, including Gili Air. The ultra-wealth model is national. The Bali arrival series is provincial and covers visitors. Neither isolates the Gili islands. Whether an Indonesian principal buys on a car-free island off Lombok, and at what price relative to Bali, is a question we cannot answer from published evidence.
Small islands add friction to any exit. Access depends on boats and weather. Viewings take longer. Buyers who do not already know the island need more time to commit. Bank valuers, where a domestic buyer borrows, have fewer comparable sales to use. These are structural observations about small-island resort assets and not measured effects on price.
Victaura is not a neutral observer on this point. Victaura develops a project on Gili Air, and the public sheet for Gili Air Villas is the place to read what the project is. That is why this question is not abstract for us, and why the commentary in this article should be read with the disclosure at the end. The analysis is written to apply to any foreign-held asset in the region.
The right test is whether the exit case works without assuming a domestic bid. If a project's logic depends on an Indonesian buyer appearing at a premium, the principal is relying on an unmeasured quantity. If the logic holds with a narrow pool and a discount, the unmeasured quantity becomes upside, not a requirement. That is the stance we recommend for any allocator, ours or anyone else's.
What is honestly disclosed as weak in this argument?
The central number is a model output. The 3,833 and 6,966 counts come from Knight Frank's Wealth Sizing Model. We did not access the methodology, and we read the counts from press reporting. The model measures net assets above a threshold. It does not measure who buys villas. It is directional by construction.
The title rules are read from secondary sources. The 30, 20 and 30 year building-right sequence, the Hak Milik restriction and the apartment limits come from law-firm and academic commentary, plus the statute's Article 21 as quoted in journal articles. We did not read the regulation text of PP 18 of 2021 or Law 6 of 2023 line by line. Land law in Indonesia also changes by regulation, and one enforcement circular can shift practice.
The key quantity is missing. No source measures the domestic share of luxury buyers in Bali and Lombok, the discount on foreign-held rights, or the time to sell. We say so in the table. An article that filled those gaps with estimates would read better and be worth less.
Bank Indonesia and BPS series are national or provincial and not asset specific. The price index covers all residential property. The arrival counts cover visitors. We use them for context, and we do not use them to infer villa prices or buyer mix. Readers should discount any claim, ours included, that stretches them further.
The domestic buyer may be the largest unmeasured variable in an Indonesian exit. Underwrite as if the bid is absent.
Victaura Research
How should an allocator underwrite the Indonesian domestic exit?
Underwrite the exit as if the domestic bid were absent, and treat any bid as unpriced upside. The data supports a growing domestic ultra-wealth tier. It does not support a price. The conservative case assumes a narrow pool, a term-limited right and a longer time to sell. If a transaction clears faster or higher, the principal has been paid for risk it did not rely on.
Check the right before the price. The remaining term, the holder structure, the permits and the registration are what a domestic buyer's notary will test. A clean file widens the pool. A weak file can remove any buyer who borrows, because the lender and the notary will test the same documents. Reading our guide to property ownership in Indonesia with counsel comes before any exit planning.
Track what would change the view. The measurable triggers are a published transaction series by buyer nationality, a verified statement of conversion rules for foreign-held rights, and Knight Frank's methodology note. Until one of these exists, the domestic exit stays a qualitative argument. As of 6 October 2026, none of the three is public in a form we could find.
Skin in the game disclosure. Victaura, through its parent Greystone B.V. Bali Luxury Villas: ADR and Occupancy, Measured
BPS star-hotel occupancy in Bali ranged from 46.61% to 69.54% across 2025, and Horwath HTL puts the island's top rate band at USD 796 ADR on 49.4% occupancy. Both are hotel figures. This article sets out what the public record measures for Uluwatu, Canggu, Ubud and Gili Air, and how a hotel number is corrected before anyone applies it to a villa.
