Gili Islands: Three Markets, Not One

Gili Trawangan, Gili Air and Gili Meno are sold under one name, but North Lombok's tourism office describes three different guests, three different stay lengths and three different identities. The land, the water and the rules differ as well. This note separates the three islands for the principal who builds, and grades every figure it uses.

Puntos clave

  • - North Lombok's tourism office describes three distinct segments, nightlife on Trawangan, families on Air, honeymooners and divers on Meno (TTG Asia, 21 September 2026, reported).
  • - Average stay on Gili Trawangan is three to four nights, while Gili Air guests often stay for weeks (official statement via TTG Asia, 21 September 2026, not a survey).
  • - On Trawangan, 75 of 340 hectares are reported as provincial assets, and a prosecution over alleged unremitted rent on provincial parcels reached court on 22 December 2025 (Pos Bali, detik, reported; allegations, not findings).
  • - Gili Meno has had a reported freshwater shortage since 2023, still unresolved on 25 May 2026 (SuaraNTB, reported).
  • - A 30 metre coastal setback appears in the 2016 North Lombok spatial plan, and enforcement is scheduled for October and November 2026 (Jakarta Post 2017; Antara, 13 August 2026, reported).
  • - The three Gilis receive 2,000 to 3,000 visitors a day and about one million a year, and the islands total roughly 665 hectares, which implies about three to four and a half visitors per hectare per day (Antara, 13 August 2026; Mongabay Indonesia 2016 areas; Victaura Research arithmetic, directional).
  • - Hak Pakai and Hak Guna Bangunan run up to 80 years in total under Government Regulation 18 of 2021 (peraturan.bpk.go.id; Victaura framework article), and eligibility is a matter for counsel.
  • - No official island-level room count and no Air or Meno tenure reporting were retrieved as of 5 October 2026, so both remain diligence items (Victaura Research, disclosed gap).

Revision note, 12 October 2026

This article was corrected on 12 October 2026. An earlier version gave the islands' populations from an encyclopaedia entry and named Air as the most populous. The figures now follow the village's own count, as cited in the 2022 paper already listed among the sources, which puts Trawangan first.

Are the Gili Islands one market or three?

The three Gili islands, Trawangan, Air and Meno, are three markets that share one name. North Lombok's own tourism office says so. As reported by TTG Asia on 21 September 2026, its head describes a separate visitor profile and a separate length of stay for each island. A principal who underwrites 'the Gilis' as one asset is pricing the average of three different things.

The shared name erases the differences that matter to a builder. The islands lie off north-west Lombok, in North Lombok regency, West Nusa Tenggara (NTB) province, and sit together inside one marine conservation area known as Gili Matra. Search results, booking sites and brochures treat them as a set. The land beneath them, the water supply serving them and the guests staying on them do not behave as a set.

This note separates the three along five axes. Accommodation stock, visitor profile, building constraints, available land and supply pressure. Where an official or press source gives a number, the number carries its grade and its date. Where no source could be retrieved, the note says so, and the penultimate section lists every gap in one place.

The method is deliberately narrow. Every figure below comes from a public source retrieved on 5 October 2026. None comes from Victaura's own books. The note does not rank the islands, and it does not argue that any of them is a good or a poor place to put capital. It describes how each one would have to be underwritten differently, and why a single file for all three would be a mistake.

What does the North Lombok tourism office say about each island?

The official segmentation is explicit, and it matches what a builder would infer. The head of the North Lombok Tourism Office told TTG Asia (21 September 2026) that Gili Trawangan centres on nightlife for younger travellers, with stays averaging three to four nights. Gili Air appeals to families seeking peace, where guests often stay for weeks. Gili Meno caters to honeymooners and older travellers looking for quiet, and is a primary diving spot.

Length of stay is the variable that changes the asset. A guest who stays three or four nights buys a bed, a bar and a boat. A guest who stays for weeks buys a kitchen, quiet and a base. The first profile rewards density and turnover. The second rewards unit quality and repeat stays. These are different operating models, with different staffing, different channel mixes and different tolerance for noise. This is a directional reading by Victaura Research, not a measured result.

The official presented the split as something the market produced, not something a plan imposed. TTG Asia reports that the segmentation has naturally divided itself. For a principal, that is both a comfort and a warning. A split held in place by habit, by the character of the existing stock and by word of mouth is real today. It can also be moved, and new supply of a different kind is the usual way a split moves.

The access layer is common, and the guest profile is not. TTG Asia reports that North Lombok handles up to 37 fast boat arrivals daily from more than 30 operators linking Bali with Lombok and the nearby Gilis (reported by the source, 21 September 2026). The same transport network feeds all three islands. That figure covers the regency, not the Gilis alone, so it describes reach and not island-level volume. It explains why the three names blur in the buyer's mind.

What is Hak Pengelolaan, and why does it matter on Gili Trawangan?

Hak Pengelolaan (HPL) is a management right that a state body holds over land, and from which it can grant use rights to others.* It is the instrument behind much of the land story on Gili Trawangan. Government Regulation 18 of 2021 sets the current framework for management rights and for the rights that can sit on top of them, including Hak Guna Bangunan (the right to build) and Hak Pakai* (the right to use).

On Trawangan, the land carrying this label is not marginal. Reporting on a corruption case that reached court on 22 December 2025 describes the parcels concerned as held under management rights belonging to the NTB provincial government, not privately owned (detik, December 2025). Pos Bali (22 August 2024), reporting a statement by the national anti-corruption commission KPK, gives 75 hectares of provincial assets on an island of 340 hectares, allegedly occupied by residents since the 1990s (reported, press).

The case shows how a title chain can fail. According to the same detik reporting, the provincial government ended its contract with PT Gili Trawangan Indah in September 2021. The prosecution alleges that a defendant then controlled parcels and rented them to foreign investors and local operators without remitting the proceeds to the province. These are allegations in a prosecution, not findings of a court. The note cites them only for the structure they reveal.

A tenant on such land holds only what the occupier could lawfully grant. If the occupier did not hold a right to grant, a lease is only as good as the chain behind it. That is a diligence question for counsel, and the sources above do not decide it for any individual parcel. For the allocator the consequence is plain. On Trawangan, the first question about a plot is who holds the HPL and what has been registered on top of it.

Gili Trawangan: what do the stock and the land say?

Trawangan is the largest of the three islands and carries the densest history of development. At 340 hectares (KPK figure, reported by Pos Bali) it is roughly twice the size of Gili Air at 175 hectares (Mongabay Indonesia, 2016), and Wikipedia's account of the archipelago describes a party-island reputation from the late 1980s to the late 1990s, with tourist numbers on Trawangan doubling each year from 2009 and passing one million in 2015 (reported, secondary source, treat as directional).

The shoreline shows how fast the stock outran the rules. In February 2017 the Jakarta Post reported that North Lombok authorities planned to inspect 143 hotels, bars and restaurants on Trawangan built only 5 to 10 metres from the coastline, when the 2016 spatial plan requires at least 30 metres. The same report says the businesses lacked building permits and restricted public beach access (reported, press, 2017).

The land question has moved back and forth for years. In 2022 the NTB government replaced the PT Gili Trawangan Indah arrangement on 65 hectares with land-use cooperation agreements with residents, and in September 2022 the national land minister announced building-right (HGB) certificates for residents, with about 700 eligible and 261 registered (Insidelombok, 17 September 2022; Ampenan News, 19 September 2022; reported, press). In August 2024 KPK was reported as saying the 75 hectares of provincial assets had been controlled by residents since the 1990s, with little revenue reaching the province (Pos Bali, reported). In December 2025 a prosecution over alleged unremitted rent on provincial parcels opened.

As of 5 October 2026, our retrieval found no document that settles tenure for the whole of the provincial land. That is a statement about what we found, not about what exists. What the record does show is a sequence of agreements, reversals and prosecutions. For the principal, that sequence is itself the underwriting input. It prices in time, legal cost and the chance that a clean title on one parcel does not carry over to its neighbour.

Gili Air: what does a market of families and long stays imply?

Gili Air is the island where the guest stays longest. The North Lombok Tourism Office describes families seeking peace, with stays of weeks (TTG Asia, 21 September 2026). Mongabay Indonesia (2016) gives the island's land area as 175 hectares. On the village's own figures, reported in a 2022 paper on Gili Matra (Hilyana and others), the three islands had 5,332 residents, 2,271 of them on Trawangan, the most populous, and 880 on Meno, which leaves about 2,180 for Air (Victaura Research arithmetic).

A long stay changes what the product has to do. A guest who stays for weeks needs reliable water, power and connectivity, a kitchen, and a unit that is pleasant on the tenth day and not only the first. Occupancy matters less than the quality of repeat behaviour. This is a directional reading of the segment as the official describes it, and it is not backed by a measured occupancy series for Air.

Victaura publishes a project page for Gili Air. This note takes no position derived from it and does not use it as evidence. It is linked so that the reader can see what Victaura publishes about the island and read the rest of this note as commentary from a party with a stated interest, which the disclosure at the end of the note spells out.

On land status, the honest statement for Air is an absence. The retrieval for this note found extensive reporting on Trawangan's provincial land dispute and no comparable reporting for Air. Absence of reporting is not absence of risk, and the status of this finding decays with time. Parcel-level title, the coastal setback and licensing remain the diligence items. The principal should assume nothing from the quiet.

A market that divided itself by habit is real today and movable tomorrow. New supply of a different kind is the usual way it moves.

Gili Meno: is water the real limit on the smallest island?

Gili Meno is the smallest and the quietest of the three, and its binding constraint is water. Antara (13 August 2026) gives its area as about 150 hectares. The tourism office describes honeymooners and older travellers looking for quiet, and a primary diving spot. The village's own figures, reported in the 2022 paper on Gili Matra (Hilyana and others), give it 880 residents, the fewest of the three islands. A small island with a quiet product is exposed to anything that adds load.

The water shortage is documented and unresolved. SuaraNTB reported on 25 May 2026 that the freshwater shortage on Gili Meno has persisted since 2023, and that residents and tourism businesses purchase water to meet daily needs. The head of the NTB tourism office was quoted as saying visitor numbers remained high as the island entered its high season (reported, press). Demand has not fallen. The system serving it has not been built.

The proposed fix has its own conflict. The same report says residents recently rejected a proposed seawater reverse osmosis system, citing coral damage near Gili Trawangan, where damage 1.6 kilometres long and 200 metres wide was documented (reported, press). A task force set up in 2025 is reported to cover land status, environmental management and basic infrastructure such as water distribution and waste.

For a builder, water on Meno is a gating item before any design question. Every additional key adds draw on a supply that guests and residents already buy by the load. The product, quiet, is also the first thing scale would erode. This is a directional judgement. It follows from the sources, but no source states it, and a principal should read it as an analyst's inference.

Which building constraints apply across the three Gili islands?

A coastal setback applies across the islands, and enforcement is scheduled. The Jakarta Post (February 2017) reported the 2016 North Lombok spatial plan as requiring buildings at least 30 metres from the coastline. Antara reported on 13 August 2026 that enforcement actions are scheduled for October and November 2026 on building setbacks, licensing and clean water availability (reported, press). As of 5 October 2026, the outcome of that enforcement had not yet been observed.

Motorised traffic is prohibited by local ordinance. Wikipedia's account of the archipelago states that automobiles and motorised traffic are barred on the islands, with bicycles, horse-drawn carts, walking, limited electric scooters and boats as the modes of movement. For a builder this is a logistics fact. Every sack of cement, every pump and every pane of glass arrives by boat and moves by hand or cart (directional reading of the cited rule).

All three islands sit inside a marine conservation area. The Gili Matra site describes three management zones, a core zone, a limited-use zone and an other zone, with the area managed by the national marine conservation office in Kupang and a regional office at Bangsal in North Lombok. It also gives the area as 2,268.59 hectares, while Antara cites 2,954 hectares for the three-island area. The figures differ and the note does not reconcile them.

No island-specific building height rule was found. Bali's coconut-tree height convention is widely cited, but the retrieval did not locate a Gili-specific height limit in an official source, and the note does not import Bali's convention by analogy. If a height cap applies on any of the three islands, it will sit in the North Lombok spatial plan and in the licensing file, and counsel should read it there.

How does supply pressure differ across the three Gilis?

Pressure on the three islands comes from different places. On Trawangan it comes from density and from the legacy of fast beachfront building, with enforcement now scheduled. On Meno it comes from water. On Air the retrieved sources name no single trigger, only the shared Gili Matra concerns with waste and fresh water that Antara reports for the area (13 August 2026). Pressure is not one number, and it is not evenly spread.

A simple ratio shows how little land carries the flow. Taking the three land areas in this note, 175, 150 and 340 hectares, the islands total 665 hectares, against 6.78 square kilometres in Wikipedia's account. Against the 2,000 to 3,000 daily visitors Antara reports, that is roughly three to four and a half visitors per hectare on an ordinary day. This is Victaura Research arithmetic on two reported figures, directional, and it ignores residents.

New supply is constrained by different things on each island. On Trawangan, uncertain title on provincial parcels slows clean new supply, and the setback is under scrutiny. On Meno, water limits it. On Air, the sources are silent, which is a diligence task and not a green light. The honest summary is that each island has a different bottleneck, and the bottleneck is what a principal should study first, before the headline demand.

The entry fee is a signal about carrying capacity. Antara (13 August 2026) reports a plan to raise the entry fee for foreign visitors to the Gili Matra area from Rp20,000 to Rp50,000 per person. A fee is an instrument authorities use when a place is under load. It is reported as a plan, and as of 5 October 2026 the note has not verified that it has taken effect.

Each island has a different bottleneck. The principal should study the bottleneck before the demand.

Can a foreigner hold land on the Gili Islands?

Foreign buyers in Indonesia work through limited-duration rights, not freehold. Indonesia's Basic Agrarian Law reserves freehold for Indonesian citizens, and foreign capital enters through use rights or through a foreign-owned company. Our framework article, Indonesia property ownership, sets out the structures. Hak Pakai and Hak Guna Bangunan run for an initial 30 years, extendable by 20 and renewable by 30, a maximum of 80 years under Government Regulation 18 of 2021.

The company route has its own calendar and cost. A foreign-owned limited company, a PT PMA, takes the commercial titles and must register them with the local land office once the company exists. Our note on the cost and the calendar of a PT PMA covers that route. Neither article is specific to the Gilis, and neither replaces the regulation text, which is on the government legal database.

The Gilis add a layer that mainland Bali largely does not. On Trawangan, part of the land sits under a provincial management right, so a use right can only be as good as the grant from the holder. On the other two islands, this note found no equivalent reporting, and the principal must verify each parcel. Eligibility conditions for individuals are matters for the regulation and for counsel, and this note does not summarise them from agency websites.

The practical conclusion is a sequence of questions. Who holds the underlying right. What is registered on it. What term remains. Which structure is permitted for the principal. What approvals the coastal setback and licensing regime require. A principal who can answer these for one parcel on one island has answered nothing about the parcel on the next island, and that is the core of the title of this note.

What is honestly disclosed about this analysis?

No official island-level room count was retrieved. The regional statistics yearbook for North Lombok exists as a PDF, but the document could not be read in machine-readable form in this retrieval. Booking-site listing counts were available, and the note chose not to use them, because their method is not disclosed. So the 'accommodation stock' axis in the brief is answered with reporting on how the stock was built, not with a count.

Several numbers conflict, and the note does not reconcile them. The protected area is given as 2,268.59 hectares on the Gili Matra site and as 2,954 hectares in Antara. The 2015 arrivals figure for Trawangan alone, over one million per Wikipedia, sits uneasily beside Antara's roughly one million for all three islands today. The sources measure different things, in different years, and the note presents both.

Some press sources could not be opened at retrieval, and their figures are carried from other reports. The Tempo report on 75 hectares was blocked at retrieval, so the figure is carried from a Pos Bali report of the same KPK statement, as reported, directional. The 2022 resident agreements and HGB certificates are likewise reported by press and were not checked against a primary decree. Population figures are the village's own, as cited from the village profile in the 2022 paper described below. The land area for Air comes from a 2016 Mongabay Indonesia report; a 2022 paper on Gili Matra in the Jurnal Ilmu Kelautan Lesser Sunda (Hilyana and others), read in an archived copy because the journal's site could not be reached, gives the same 175 hectares.

The segmentation rests on one official's statement, reported by one trade outlet. It is useful because it is official, and because it agrees with the pattern a builder would infer. It is not a survey. The note also cannot rule out that tenure issues exist on Air and Meno that the press has not covered. Finally, Victaura has a stated interest in one of the three islands. Readers should weigh the commentary accordingly.

Absence of reporting is not absence of risk. It is a diligence task.

Victaura Research

What would an allocator underwrite on each of the Gili islands?

On Gili Trawangan, the allocator underwrites title first. Who holds the management right, what has been registered on it, and whether the 2025 prosecution or the 2022 resident agreements touch the parcel. Then the setback, since enforcement is scheduled for October and November 2026. Demand is the least of the questions here. The guest profile is established, with stays of three to four nights as the tourism office describes.

On Gili Air, the allocator underwrites the long stay and the missing evidence. The official profile is families and stays of weeks. The retrieval found no parcel-level land reporting and no measured occupancy series. Both gaps are the work. The allocator should commission the title review and the operating data before the segment story is allowed to carry any weight in a model.

On Gili Meno, the allocator underwrites water. The shortage has been reported since 2023, and as of 25 May 2026 it was unresolved, with a proposed fix rejected by residents. A quiet product on a small island is valuable only while the island stays quiet. The question is whether any supply of water exists that a project can rely on without drawing from the residents.

Across all three, the answer to the question in the title is yes. They are three markets, with three guests, three bottlenecks and three diligence files, and North Lombok's own tourism office describes them that way. A single 'Gili' assumption in a model is the error this note exists to name.

Skin in the game disclosure. Victaura, through its parent Greystone B.V. (Netherlands), develops projects on Lake Como (Italy), in Nungwi, Zanzibar (Tanzania), on Gili Air and in Uluwatu, Bali (Indonesia), and holds an off-plan capital position on Al Marjan Island, Ras Al Khaimah (UAE). Readers should assume commentary may be influenced by, or benefit, these positions. This document is classified as marketing material under MiFID II Article 24(3). It is not investment advice.
