Gili Air and Lombok: The Developer Map
Who builds on Gili Air and in North Lombok? Public sources show a state-owned master developer in the south, provincial and regency authorities controlling land and ports, a long tail of small operators, and a few upscale entrants that consultants name but do not trace to an owner. This map grades the proof for each actor and lists what it cannot show.
IllustrationKey takeaways
- - As of 7 October 2026, the public sources read for this article identify no master developer on the three Gilis, the TTG Asia report of 21 September 2026 names no hotel or developer on them, and the only builder this map names on Gili Air is Victaura's own project, graded self-declared (TTG Asia, 21 September 2026; Victaura project page).
- - The Gilis recorded 773,148 visits in 2024, up 26% on 2019, with Gili Trawangan at 541,199 or 70% (C9 Hotelworks, 11 August 2025; directional).
- - The stock is 4,150 rooms in 364 establishments, with Gili Trawangan at 2,320 rooms (56%) and an average of about 11 rooms per establishment (C9 Hotelworks, 11 August 2025; average is Victaura Research arithmetic, directional).
- - The North Lombok Tourism Office describes Trawangan as a three-to-four-night nightlife market, Gili Air as a family market where guests often stay for weeks, and Gili Meno as a honeymoon and diving market (TTG Asia, 21 September 2026).
- - North Lombok handles up to 37 fast boat arrivals daily from more than 30 operators (North Lombok Tourism Office via TTG Asia, 21 September 2026; official statement, press-reported, not audited).
- - On Gili Trawangan the HPL sits with the NTB provincial government, and 50 HGB recommendations were issued on the 65 hectares on 2 August 2023, with the land agency verifying documents; no later record of certificates issued was found (Detik, 3 August 2023; press-reported).
- - In the south, ITDC is the owner and developer of the Pullman Lombok Mandalika Beach Resort, opened 20 October 2022 with 257 rooms, inside a Special Economic Zone established 1 July 2014 (Hotel Online; Wikipedia, secondary).
- - Directional only, Gili Air shows about 150 visits per room against about 233 on Gili Trawangan and about 72 on Gili Meno, and visits are arrivals, not room-nights (Victaura Research on C9 Hotelworks, 2025).

Who builds on Gili Air and in North Lombok?
Public sources identify a short list of builders on Gili Air and across Lombok, and none of them is shown as a master developer for the Gilis. The visible actors are a state-owned corporation on the south coast, provincial and regency governments acting as land and port authorities, a long tail of small local operators, and a few upscale entrants named by consultants. This article maps them as of 7 October 2026 and grades the proof behind each name.
The map is built only from published sources, and it reports no search of a land or company register. An agent brochure is not proof of who builds. A private conversation is not proof. Where a name appears only on a booking page, the text says so. Where a figure is a consultancy estimate, it carries that label. Four grades of proof are used for actors. They are separate from the four grades the Victaura Research method gives to figures, measured, industry estimate, broker-reported and directional. Documented means a primary or near-primary public record. Reported means dated press or a consultancy report. Listed means a commercial listing only. Self-declared means the actor's own page.
The Gilis and the south coast of Lombok are two markets, and the allocator should not read them as one. The three Gilis (Trawangan, Meno and Air) sit in Pemenang District, North Lombok Regency. Their combined area is about 6.78 km² (Wikipedia, secondary source, directional), and the village's own 2019 figures, reported in a 2022 paper on Gili Matra (Hilyana and others), count 5,332 residents. Mandalika sits on the south coast, in Central Lombok. The land regimes differ, the builders differ and the buyers differ.
This is the third piece in a series on who builds where. The earlier maps covered Al Marjan Island and Zanzibar. The form is unchanged. Name the builder, grade the proof, list what stays invisible. It is a map and not a league table. No actor is ranked and no actor is judged. Unlike the Zanzibar map, this one leaves projects under litigation outside its scope and names none of them.
How does the North Lombok tourism office segment the three Gilis?
The North Lombok Tourism Office describes three distinct island markets. According to its head, as reported by TTG Asia on 21 September 2026, Gili Trawangan targets younger travellers seeking nightlife, with typical stays of three to four nights. Gili Air appeals to families who want tranquillity, and guests often stay for weeks. Gili Meno serves honeymooners and older visitors, and is a primary diving spot.
Segmentation is the first filter for reading any developer on the map. A builder on Gili Air serves long-stay, family-weighted demand. A builder on Gili Trawangan serves short-stay, night-economy demand. The building types, the room counts and the operating models follow from that. This is why a single 'Gili' label misleads. On the demand side, the allocator should ask which island a project sits on and which of these demand pools it is built for.
The same report records the access layer. North Lombok handles up to 37 fast boat arrivals daily from more than 30 operators linking Bali with Lombok and the Gilis (North Lombok Tourism Office, via TTG Asia, 21 September 2026; official statement reported by trade press, directional). Boats are the supply line for guests. A reasonable inference, not a figure in the report, is that the same sea lanes carry construction inputs, which makes transport a planning variable for any builder.
The TTG Asia report names no hotel or developer on any of the three Gilis. That is a finding in itself. The official segmentation exists, but the official narrative does not say who builds. The identification therefore has to come from other documents, which the next sections work through, with a grade attached to each one.
What is an HPL, and who holds the land on Gili Trawangan?
*An HPL (hak pengelolaan, or management right) is a state-granted right to manage land, from which the holder can allocate building or use rights to third parties.* Indonesian Government Regulation 18 of 2021, enacted on 2 February 2021, regulates management rights, land rights, condominium units and land registration, and revoked earlier rules including those on foreign residential ownership (BPK and JDIH Kemenko Infrastruktur legal databases; the full text is the reference, this is a Victaura Research summary of its scope).
On Gili Trawangan, the HPL sits with the provincial government. In 1995, according to Inside Indonesia (June 2008), PT Gili Trawangan Indah (PT GTI) signed a production contract with the NTB provincial government and agreed to invest in tourism development in return for the HPL. Dated press reported on 6 May 2021 that the provincial government had decided to terminate that contract (industry.co.id), and Kompas TV reported on 3 September 2022 that the termination came in September 2021. A report of 3 August 2023 says the provincial government holds the HPL over the 65 hectares formerly controlled by that company (Detik, press-reported).
The 2023 recommendations show a process, not a settled outcome. On 2 August 2023 the regional technical unit for the three Gilis issued HGB (building-use right) recommendations for 50 parcels, as a basis for legal certainty for residents and businesses on the 65 hectares. The National Land Agency was then verifying document completeness (Detik, 3 August 2023; press-reported). This article found no later public record of how many certificates were issued. That is a gap, and it is declared as one.
Why this matters for the map. On Trawangan, a builder is often the holder of a right derived from the state, so the register of that right is the evidence. For Gili Air this article did not find a comparable HPL record in the sources read. What a foreign principal can actually hold is set out in buying on Gili Air and what a foreign holder gets. The HPL history is a reminder that on these islands the land document precedes the building.
On the Gilis, the land document precedes the building. The register of the right is the evidence.

Mandalika and ITDC: the state-owned builder on the south coast
The best-documented builder in Lombok is a state-owned corporation, and it builds in the south. Mandalika is managed by the Indonesia Tourism Development Corporation (ITDC). It is a Special Economic Zone, established on 1 July 2014 and covering about 1,035.67 hectares of the southern coast of Central Lombok (Wikipedia, secondary source; directional). The zone is outside North Lombok. It matters for the map because it sets the regional benchmark for what a master developer is.
A master developer holds the land, builds the infrastructure and leases plots to operators. ITDC fits that definition on the public record. It is listed as the owner and developer of the Pullman Lombok Mandalika Beach Resort, which Accor operates. The resort opened on 20 October 2022 with 257 rooms, together with suites and villas (Hotel Online, reproducing the operator's release; documented by the operator).
Brand and developer are different roles, and the map keeps them apart. Accor is the operator of the Pullman. ITDC is the owner and developer. Earlier planning reports named other brands for Mandalika, including Club Med, Royal Tulip and Aloft by Marriott, with room counts that Wikipedia lists. Those are historical plans. This article does not confirm which of them are open today, and it does not treat a plan as a building.
Mandalika is a contrast case for the Gilis, not a competitor on any measure read here. The zone was inaugurated by the President on 20 October 2017, and a racing circuit was announced on 23 February 2019 (Wikipedia; secondary source, directional). It is a destination of a different scale, with a state developer and a different land regime. On the Gilis, no equivalent master developer appears in the public record read for this article, and building is incremental, plot by plot.
Who builds on Gili Air itself, according to public sources?
On Gili Air, this map names no builder other than Victaura's own project, and the public sources show a fragmented supply, not a master developer. A C9 Hotelworks research note published on 11 August 2025 counts 364 hotel establishments with 4,150 rooms across the three Gilis, and gives Gili Air about 31% of the rooms (directional, no stated method). Applied to 4,150, that is roughly 1,290 rooms (Victaura Research arithmetic on rounded shares; directional).
Establishment counts hide scale. On the same report, Gili Trawangan holds 166 properties and 2,320 rooms, an average of about 14 rooms. The other two islands together hold 198 establishments and about 1,830 rooms, an average of about 9 (Victaura Research arithmetic on the report's figures; directional). The C9 summary does not give Gili Air's establishment count on its own, so the small average describes Gili Air and Gili Meno together. A builder on either island is, on average, building something small.
Most of that supply is economy to midscale, per the same report. C9 notes that properties are predominantly economy to midscale, with upscale offerings expanding. A stock like that is usually built by individual owners, small companies and local families over many years. That is an inference. The public record on who owns each establishment is not aggregated anywhere this article could read.
Gili Air's tenure position is described by agents, and agents are not title. Commercial listings describe freehold villas on Gili Air. The article treats those descriptions as claims, grade listed, and not as evidence of title. Under Article 21(1) of Law 5 of 1960 on Basic Agrarian Principles, only Indonesian citizens can hold hak milik (right of ownership). A listing that offers a foreign principal 'freehold' therefore needs counsel to identify which registered right is on offer, and in whose name. The supply side is discussed in the Gili Air villa supply constraint.
Victaura's Gili Air project is the only builder on Gili Air that this map names. It is described on its public page, Gili Air Villas, and the grade here is self-declared, the lowest in the scale. The reader should weigh this article accordingly. Nothing in this text goes beyond that public page, and the disclosure in the final section applies.
Gili Meno, Gili Trawangan and the Medana coast: who is named
Consultants name new upscale projects on Gili Meno and Gili Trawangan. The C9 Hotelworks update of 11 August 2025 cites BASK Gili Meno and Cocana Resort on Gili Trawangan as new upscale to luxury projects (reported; consultancy). The report, as read here, does not identify the owner or developer entity behind either. The grade is therefore reported for existence and not shown for ownership.
An operating brand is not a developer, and a listing is not an owner. On the north coast of Lombok, The Oberoi Beach Resort sits on Medana Beach at Tanjung, about 15 minutes from Bangsal port, according to a travel listing (grade listed). The listing says nothing about who owns the land, who built the property or on what terms it is operated. The map records the location and stops there.
Port control shapes who can build, because it shapes who can ship. On 11 February 2025 Detik reported that the NTB provincial government planned to take over management of the Gili Trawangan and Teluk Nara ports, pending a decision by the Ministry of Transportation. The Gili Meno and Gili Air ports are managed by the North Lombok regency, per the same report, which adds that control over their management will rest with the province going forward. Detik also reported that Bangsal port generated 1.4 billion rupiah in regional revenue in 2024, and that Gili Trawangan port alone serves 3,000 to 4,000 tourists a day. Taken over a full year, that daily range would exceed the 541,199 visits C9 gives for Gili Trawangan in 2024. The report does not say whether the daily figure counts arrivals, departures or both, or peak days, and this article does not reconcile the two.
Enforcement history is part of the map. In February 2017 a joint team including North Lombok regency public order officers, the Navy and police demolished beachfront structures on Gili Trawangan. The Jakarta Post counted about 143 establishments in breach of a 30-metre shoreline setback, sited only 5 to 10 metres from the water. About 100 owners removed their own structures before the deadline, and authorities demolished roughly 43 (Jakarta Post, 25 February 2017; press-reported). The lesson is narrow. A structure on the map has not necessarily passed the permit test.
How does a developer differ from a reseller on Gili Air?
A developer is the entity that controls the site, obtains the building approvals and carries the construction risk, and a reseller is an intermediary that sells units it did not create. The distinction is functional, not reputational. Resellers perform a service. The problem arises only when the two are presented as one, in a brochure or on a listing. The allocator needs to know which counterparty is on the other side of the contract.
Five tests separate the two, and each points to a public or obtainable document. First, the entity named as seller exists in the Indonesian company registry, which the Ministry of Law's AHU Online portal lets anyone search by name. Second, that entity holds the land right in its own name, on a land certificate from the National Land Agency. Third, the building approval, the PBG (persetujuan bangunan gedung) that replaced the IMB building permit under Government Regulation 16 of 2021, is in that entity's name. Fourth, the business licence (the NIB issued through the national OSS licensing system) lists construction or real estate activity. Fifth, the sales contract is signed by that entity and not by an agent.
A full pass on all five is hard to see from outside, and that is the point. Most of the tests need a document the allocator must request, not one that can be downloaded. The public register confirms existence. It does not confirm land rights. The buyer's notary and independent counsel are the channel for the other four. This article does not run any of the five tests on a named seller.
Three red flags are worth stating, as criteria and not as findings about anyone. A seller who cannot name the contracting entity. A 'developer' with no registry trace under the name used in marketing. A price or a return quoted without the entity that stands behind it. None of these proves wrongdoing. Each is a reason to stop and ask for the document. Victaura Research did not test any named seller against these criteria for this article.
A brand is not a developer, and a listing is not an owner. The map records each for what it is.

The Gili Air and Lombok developer map, graded
The table below lists actor types, not rankings. Each row gives the public source, the grade and what the source does not show. Rows are ordered by the strength of the proof, strongest first, not by size or quality. A state corporation with a documented project sits above an upscale entrant that a consultancy merely names. That ordering is about evidence only.
Strong proof sits with institutions, and weak proof sits with private builders. That asymmetry is structural. Institutions publish annual reports, press releases and regulations. Small private builders publish a booking page. An allocator reading the map should not read thin proof as thin activity.
One derived calculation is offered, and it is directional. Using the C9 shares, Gili Air receives roughly 25% of the 773,148 visits recorded in 2024 and holds roughly 31% of rooms. That is about 193,000 visits against about 1,290 rooms, or roughly 150 visits per room. Gili Trawangan, with 541,199 visits and 2,320 rooms, is at about 233. Gili Meno is near 72. Visits are arrivals, not room-nights, and TTG Asia reports that Gili Air guests often stay for weeks, so the ratio is not a measure of room demand. It is a pointer, not an occupancy figure.
The ratio cuts against a naive scarcity story, and the occupancy figures point the same way. Fewer visits per room on Gili Air than on Gili Trawangan means more rooms per arrival, not fewer. Longer stays could offset this, but the same C9 report gives 2024 occupancy of 41.6% on Gili Air against 47.7% on Gili Trawangan and 36.9% on Gili Meno (directional, no stated method). These figures do not settle the question of scarcity for any single product type.
| Actor type | Location | What public sources show | Grade | Not shown |
|---|---|---|---|---|
| State-owned master developer (ITDC) | Mandalika, Central Lombok | Owner and developer of the Pullman Lombok Mandalika Beach Resort, opened 20 October 2022; Special Economic Zone established 1 July 2014 | Documented (operator release); zone date from a secondary source | Financing, lease terms, plots not yet built |
| Provincial government (NTB) | Gili Trawangan | Holds the HPL over the 65 hectares formerly controlled by PT GTI; 50 HGB recommendations issued 2 August 2023 | Reported (dated press) | Certificates issued after August 2023 |
| North Lombok regency | Gili Air and Gili Meno ports; Gili Trawangan shoreline (2017) | Manages the Gili Air and Gili Meno ports as of 11 February 2025, with control to pass to the province per the same report; its public order officers took part in the 2017 shoreline demolitions on Gili Trawangan | Reported (dated press) | Permit register for individual buildings |
| Small local and family operators | Gili Air, Gili Meno, Gili Trawangan | 364 establishments and 4,150 rooms across the three Gilis, predominantly economy to midscale (C9, 11 August 2025); that small local operators built most of them is an inference | Reported (consultancy); directional | Identity and ownership of each establishment |
| Upscale entrants | Gili Meno, Gili Trawangan | BASK Gili Meno and Cocana Resort named as new upscale to luxury projects (C9, 11 August 2025) | Reported (consultancy) | Owner or developer entity, opening status |
| Brand operator on the north coast | Medana Beach, Tanjung | The Oberoi Beach Resort, Lombok, listed at that address | Listed (travel listing only) | Owner, developer, operating terms |
| Self-declared developer (Victaura's Gili Air Villas project) | Gili Air | Public project page only | Self-declared | Everything beyond the page |
What the Gili Air and Lombok developer map does not show
The map does not show who owns the land under any private building. Land-right certificates go through the National Land Agency, and this article did not query its records. The provincial HPL on Gili Trawangan is a documented exception because it is the subject of public reporting. On Gili Air and Gili Meno, no comparable public record was found in the sources read. A principal should assume the land question is open until counsel closes it with documents.
It does not show beneficial ownership. A company name in the AHU register is a legal person. The beneficial owner is a separate record, which the portal lists as a search category, but its access and content were not tested here. A named developer may sit on top of a chain of entities that the map cannot see.
It does not show permits, completion or occupancy. Nothing here confirms that a building has an approval, that it was finished or that it trades. The 2017 demolitions are a reminder that built is not the same as permitted. The C9 summary gives 2024 occupancy by island (41.6% on Gili Air, 47.7% on Gili Trawangan, 36.9% on Gili Meno; directional, no stated method), but no average-rate data for the Gilis was available to this article, and none is claimed.
It does not show the informal and family-built stock. C9 counts 364 establishments with an average of about 11 rooms each (arithmetic on the report's figures; directional), and describes the stock as predominantly economy to midscale. That points to small units. Such units are the part of the supply that a map built from public sources is least able to see.
It does not show anything after 7 October 2026. The segmentation, the port arrangements and the land processes are all in motion. Each fact in this article carries its date. Each should be re-verified before it is used in a decision.
Thin proof is not thin activity. The allocator should not confuse the two.
Victaura Research
The Gili Air developer map: weaknesses honestly disclosed
The evidence base is thin on the Gilis by construction. The visit, room and island-share figures come from one consultancy note dated 11 August 2025, which attributes them to the consultancy's own research and states neither its sources nor its method. Every figure taken from it is directional, and so are the derived ratios.
Several sources are secondary or dated. Wikipedia supplies island area and the Mandalika zone details. Inside Indonesia on the 1995 contract is from June 2008. Press on the contract termination is from 2021 and 2022, and the HGB recommendations are from 2023. The TTG Asia article was read through an automated text extract and not in its printed layout. None of these was reconciled against a land registry, which this article could not access.
One source could not be opened in full. A Bisnis.com report of 12 September 2021 on the termination of the PT GTI contract returned an access error, so only its headline is used for context. The factual claim about the termination rests on the 6 May 2021 report in industry.co.id and on Kompas TV of 3 September 2022, which dates it to September 2021.
The author is not neutral. Victaura is a developer with a project on Gili Air and appears on this map as a self-declared actor. The map applies the same grades to every row, including that one, but readers should discount for the interest.
A cautious allocator would treat the map as a starting list for due diligence and not as a conclusion. The documents that matter are title, approvals, licence and contract. They are obtained from the counterparty and verified by independent counsel, not by a publication.
Skin in the game disclosure. Victaura, through its parent Greystone B.V. (Netherlands), develops projects on Lake Como (Italy), in Nungwi, Zanzibar (Tanzania), on Gili Air and in Uluwatu, Bali (Indonesia), and holds an off-plan capital position on Al Marjan Island, Ras Al Khaimah (UAE). Readers should assume commentary may be influenced by, or benefit, these positions. This document is classified as marketing material under MiFID II Article 24(3). It is not investment advice.

Gili Air: The Constrained Alternative to Bali
Gili Air is not the next Bali. It is the constrained alternative to Bali: smaller, harder to enter, structurally scarce. The case for the island rests on three layered constraints, geographic, statutory and climatic, and on whether a scarce parcel can be converted into a finished, compliant product.

Gili Air: What a Foreign Holder Actually Gets
No portal screens listings for Gili Air the way they do for Trawangan or Bali's south coast. That absence is not emptiness, it is a different regime. What a foreign principal actually acquires there is a time-limited use right, layered under three separate regulators, priced against a province-specific floor. This piece maps the structure, not the sale.

Gili Air Villas: Pricing the Absence of Supply
Bali is priced on the weight of demand. Gili Air is priced on the absence of supply. The two markets look adjacent on a map and behave nothing alike. The case for a Gili Air villa is not a growth story. It is a constraint story: a car-free island of finite ground, a tenure ceiling fixed in statute, and a broker market too thin to move quickly in either direction.
